It seems likely that Arclight Phoenix decks would die with the banning of Phoenix as although there are other options for discarding Phoenix none of them are nearly as efficient as Faithless Looting. It has managed to survive multiple attempts on its life but Stirrings would probably be the biggest hit to date.
Looting was too integral to their strategy to replace, and so the deck must be completely redesigned.

If your goal is to get specific cards in you graveyard, this won’t cut it, but if you just want to sculpt your hand this might be one of your best options.

Thus any deck that had looting will have to adapt. The deck slows down, but the plethora of options ensures it will remain a factor in the metagame in almost the same form.
Arclight Phoenix decks need an Instant or Sorcery to cast, so they’ll want to look elsewhere, but other decks, like Reanimator, could make use out of this Vampire. For 4 mana its effect is stronger than looting, but it would be yet another dead draw in a deck with 4-8 of those already. I don't think banning Stirrings kills Hardened Scales Affinity but it might raise the question of whether it is worth playing it over traditional builds of Affinity. That card is Faithless Looting, an innocuous almost-cantrip (a spell that replaces itself with other cards by drawing from the deck) that wasn't even played in heavy rotation in Modern for a long time.
This card is a copy of [card]Careful Study[/card], but in red and with the addition of a flashback cost. For most decks, Neonate is going to be the closest replacement for Looting; you’re only cycling through one card, not two, but it can also attack and block, so that has some value. My opponent did an impressive amount of damage to himself both games with multiple early Thoughtseizes and Street Wraiths, which left me with anemic hands.
The decks in this category have core strategies that remain intact, but won’t be as effective without Looting. When it comes to Modern it is never possible to please everyone as everyone seems to want different things from the format.
This has escalated to the point that players are being incentivised to run Surgical Extraction and Rest in Peace in their main decks, which is certainly warping the format.
Opal fuels nearly all the artifact-focused decks, with the notable exception of Tron, and works to fix their mana as well as accelerate them. Eldrazi was so oppressive that it tangibly hung in the air. Random kills it, having it randomly discard lands is not worth the risk when getting 2 mana is so important to the deck. Trinket Mage is also seeing play as a tutor for Amulet but it's hard to replace a one-mana spell with a three-drop creature.
Except on principal, I am not sure banning Opal really achieves anything in the current metagame. Dredge has been around for a long time in the format and has had various levels of success. As good as looting is at finding and setting up dredgers, Legacy has shown that it doesn’t really matter how Dredge gets going, just that it does.

Hardened Scales Affinity Humans is currently the top deck in the metagame that does not play either card. The perfect gift for players who want to discard cards but don’t care what ends up in their graveyard. Channel Nikachu: Smuggler’s Copter in Glasspool Mimic Merfolk, Channel Nikachu: Flickerfolk: Budget Modern 8-Seas Flickerfolk. As the alternatives are much weaker and slower, that busted start that defines the deck disappears and so too goes the draw to actually sleeving it up. Given how inefficient, comparatively speaking, the remaining red filtering is, I don’t think that Phoenix will remain an integral piece of the deck. Let's look at the decks that would be affected if a ban was put in place: Izzet Phoenix/Mono-Red Phoenix Faithless Looting would be a likely eventual addition to the banned list in the near future. This works with any of the "Words of..." enchantments if you activate it at least twice before your "draw two cards" instruction starts to resolve. The Valakut, the Molten Pinnacle-based combo deck seems like it would be a bit slow for my anticipated aggro-focused metagame, though it does have access to some nice sweepers. That said my main misgiving about a Looting or Stirrings ban is that it could hurt long-term format diversity. Sometimes you just have to pay two mana for your looting.
This version of Affinity uses Hardened Scales and other +1/+1 counter synergies as part of its gameplan. Now, looking back, the impact of these two cards had was relevant but not format-defining, and I expect Stoneforge Mystic to fall into the same category. If so, would you be able to do this if there is only 1 loam in the gb, but the dredge from the first card draw reveals a 2nd loam (or does the replacement decision have to occur for both draws at once) This may seem petty, but experience has shown that most of the randomness gets cleaned up in the first few rounds, and you mostly hit known decks starting out 2-0, which you can prepare for.
Explosiveness being its primary draw, this is a crippling blow.
